Benefits passporting under ECO4: a UK household checklist (2026)
Guide by ApplyFreeBoiler.uk (Reliant Energy Solutions Ltd), a heating and insulation installer in Bury, Greater Manchester. We are not the government, Ofgem or an energy supplier.
ECO4 often uses qualifying benefits as one route into the scheme. Knowing which documents to gather before a survey saves time. This checklist is general information from a Bury-based heating and insulation installer and does not guarantee funding or list every qualifying benefit.
1. List who lives in the home
Write down every adult and child living at the address. Some routes look at the household as a whole, not only the bill payer.
2. Gather recent award letters or online statements
Collect the latest letter or download from Universal Credit, Pension Credit, income-related ESA, income-based JSA, Income Support or other awards your household receives. Screenshots of an online account are often accepted when they show the name, date and award.
3. Match names and addresses
Check that the award shows the same name and address as the person living in the home. If someone has moved recently, ask the installer what proof of address they need.
4. Check the EPC and tenure
Look up the Energy Performance Certificate and note whether you own, rent privately or rent from a social landlord. Tenure affects which routes apply.
5. Ask about LA Flex if you are not on a qualifying benefit
Some councils run Flexible Eligibility (LA Flex) for households that do not receive qualifying benefits. Ask your council or installer whether your area takes part.
6. Keep copies after the survey
Store the award evidence with the survey report, EPC and any install guarantees. You may need them again if monitoring or a follow-up check is arranged.
7. Compare local delivery data
See ECO measures by council on ApplyFreeBoiler.uk, built from DESNZ Household Energy Efficiency statistics.
8. Check eligibility
Use the ApplyFreeBoiler.uk eligibility check to see whether an ECO4 heating or insulation pathway may be available for your home in England, Scotland or Wales. ECO4 is due to close on 31 December 2026.
